Released on July 22 2019.
The Elder Scrolls Online v5.1.2 brings the Imperial City Celebration this week for testing, and with it, the Imperial City campaign enabled in place of the Yolnahkriin Cyrodiil campaign. We've adjusted several combat abilities, with more on the way listed in the Known Issues section, and have fixed a number of bugs in the two new Scalebreaker dungeons. We've also implemented an additional failsafe for Alliance Locked Campaigns with more to come. The size of this patch is 348MB.

Imperial City Celebration[edit]
- Imperial City Celebration
Throughout the week, the Imperial City Celebration will be available to test! This event features double Tel Var drops from all monsters, as well as double the chance of obtaining a Scamp or Skin Runebox from slaying Molag Bal's Simulacrum. In addition to this, you'll be able to earn Event Tickets by participating in Imperial City (as described below), and you can spend those Tickets on various Imperial City-themed offerings at the Impresario.
- In the upcoming Imperial City Celebration, you'll be able to earn Event Tickets for participating in Imperial City. Once per day, completing one of the following sources will provide you with 2 Event Tickets:
- Defeat the final Boss from either of the DLC's two Dungeons, Imperial City Prison or White-Gold Tower.
- Slay a patrolling boss monster within Imperial City or its Sewers.
- Defeat Molag Bal's Simulacrum within the deepest reaches of the Imperial City Sewers.
- In addition to the Indrik Feathers and the four Onyx Berries needed to create an Onyx Indrik Mount, you'll also be able to purchase:
- A selection of Imperial and Daedric furnishings (1-3 Tickets apiece)
- The Ebon-Glow Indrik Pet (10 Tickets)
- The Stonefire Scamp, typically found only rarely by slaying Molag Bal's Simulacrum (10 Tickets)
- The Soul-Shriven Skin, typically found only rarely by slaying Molag Bal's Simulacrum (10 Tickets)
Known Issues[edit]
Combat & Gameplay[edit]
General
- Many item sets introduced or reworked in this update will receive additional balance tweaks in a future PTS patch. These adjustments are intended to better align the sets with power budget standards we've established for item sets, and to allow for more counter play (particularly with the resurrection sets).
- Hidden Blade and its morphs will receive some adjustments to how Brutality is granted, and Flying Blade will get a targeting responsiveness improvement to activate its special teleport. This change will be in a future PTS patch.
- Maelstrom's Dual Wield set is currently enabling too much damage with the DoT refactor. It will be adjusted to tone down the total Weapon and Spell Damage, but will get some improvements to its usability in a fluid rotation. This change will be in a future PTS patch.
- Soul Splitting Trap currently bypasses our single target ruleset, making it far stronger than other options. This is a known increase, and will be adjusting this ability in a future patch to bring it more in line with standards.
- Sorcerers currently lack an ability they can utilize to heal their allies with supplemental power, such as a Heal over Time. We have some adjustments to the Power Surge morph of Surge in a future Update to help grant them such a tool!
Template Updates[edit]
General
- Fixed an issue where the Master Crafter's Forgotten Mail was giving older Jewelry Crafting writs, rather than the new, updated, more rewarding ones. The Forgotten Mail will now provide a Blue, Purple, and Gold-quality Jewelry Crafting Writ, using the new Jewelry Crafting Master Writ value schema, in addition to all of the other non-Jewelry writs it normally gives.
- Added a new container to the Ultimate Crafting Crate, "The Ever-Full Fishing Bait Box". This container contains 200 of each type of Fishing Bait, as well as itself - so you can fish, or cook, to your heart's content.

- Sanguinary Shackle now ticks damage less frequently for the first half of its lifetime, and more towards the second half.
- Circulation projectiles now correctly deal damage on impact, and the damage has been slightly decreased.

- Grundwulf will now cast Unrelenting Force slightly less often.
- When Grundwulf has Elemental Fury active, he now swings his sword differently when casting Heavy Slash to help accentuate the differences in attack speed.
- Increased the damage done by Sahrotnax's Dying Breath.
- The following has changed after activating the Sangiin Hemo Helot (Hard Mode):
- Lowered the overall damage output of Grundwulf.
- Lowered the overall damage output of Coagulants and Hemonculous.
- Redesigned the Ghastly Wound effect:
- Decreased the amount of healing necessary to remove Ghastly Wound.
- Heals and shields cast by a player with Ghastly Wound are now less effective.
- Characters with Ghastly Wound now gain Sangiin Rage, which increases weapon and spell damage.
- A character suffering from Ghastly Wound will now suffer damage over time via Sangiin Inflammation if a second stack of Ghastly Wound is acquired.
- Heals and shields cast by a player with Drain Vitality are now less effective.
- Grundwulf summons Devouring Megabats slightly less often.
- Baleful Retreat no longer applies Ghastly Wound.
- Increased the cooldown on the Ravenous Hoarvor's Ghastly Bite.
- Grundwulf no longer spawns Ravenous Hoarvors out of player corpses.
- Decreased the movement speed of Ravenous Hoarvors.
- Decreased the damage done by Sanguinary Shackle and Arterial Abrasion during the first half of the Sanguinary Shackle lifetime.

- Azureblight Frostmage's Living Hail will now continue to target player characters that have recently died.
- You can now reach all the cleansing sigils on the final approach to Maarselok.
- Maarselok Flying
- Maarselok's head will no longer spasm when strafing.
- Maarselok's Retaliation will now damage players, as originally intended.
- Skeletal Dire Wolves will no longer spawn outside of the encounter area, and will now more aggressively attack their targets.
- Skeletal Dire Wolves will no longer lose aggro from time to time.
- The Azureblight Lurcher will now strike a better pose when freezing in place. Vogue!
- Azureblight Lurcher will no longer continue to attempt to cast Seed of Corruption even when their target is out of range.

- Azureblight Barrage's telegraph now lasts until the ability completes, and is removed when the Cancroid is defeated.
- Selene can now cleanse blighted seeds regardless of their location.

- Maarselok will no longer flash into place when performing a landing.

- Developer Comment: These changes were done to ensure these abilities keep up with our current DoT standards, and to help emphasize the Dragonknight's more attrition-based combat style.

- Sap Essence (morph): Increased the healing from this ability by 23.3% since it was missing rank up progression, and was being reduced by 20% if you failed to hit a target with the damage of this ability. This also fixes the issue where casting the ability in rapid succession while hitting no targets would decrease the heal by 20% per cast, until it would reach -100%, and stop healing.

- Winter's Embrace
- Arctic Wind:
- Updated the healing from this ability and its morphs to happen faster and be focused more on the initial heal, rather than the heal over time.
- The initial heal now scales off 25% of your Max Health, up from 15%, while the Heal over Time scales off 3% of your Max Health, down from 5%.
- The Heal over Time now happens over 5 seconds, rather than 10.

- Budding Seeds (morph): This morph now also introduces a Heal over Time while the Area of Effect grows. If the ability is consumed early, this Heal over Time is also consumed.

Weapon[edit]
- Two Handed
- Dizzying Swing: This morph will now rank up in damage once again, rather than stun duration, due to an error where Ranks II-IV would cause animation errors with the stun.
- Momentum: This ability and its morphs no longer grant Major Evasion for their duration, and will instead grant Minor Endurance.
- Developer Comment: Originally, the Major Evasion was meant to grant Two Handed a more natural source of Major Evasion, a powerful tool that is meant to help Stamina-focused characters survive deadly attacks that bypass their primary means of survival, Roll Dodge. However, this led to a situation where Momentum felt too good to pass up, and was eclipsing other skills that also grant the bonus.
- Onslaught:
- The Physical and Spell Penetration from this ability now only apply to Direct Damage or channeled attacks like Flurry.
- Reduced the final duration to 12 seconds from 16 seconds.
- Developer Comment: These changes were done to reduce situations where you could simply stack multiple Damage over Time effects on an enemy, activate this ability (or Corrosive Armor) and freely reap the benefits of ignoring a target's mitigation. The power goal of these abilities are meant to empower you to smash your opponent to bits, rather than speed up the process of slowly killing them. Please note that some item sets have not received an audit (yet) to properly flag them as Direct Damage or Damage over Time, and may behave strangely with this mechanism.

- Illustrious Healing (morph): Increased the healing per tick of this ability by approximately 50% to better distinguish each morph - one focused on resource sustain, and one focused on raw healing potential.

- Fixed an issue where the target hit by this ability's knock back would appear to end their stun animation before the stun ended.
- This ability will no longer rank up in stun duration and will once again rank up in damage per rank, which was causing the desync.
- Increased the base stun duration to 3 seconds from 1.5 seconds.
- Tri Focus: Fixed an issue where this passive was not activating the Area of Effect damage while using a Heavy Attack with a Lightning Staff.

- Annulment: Increased the shield size limit for this ability and the Harness Magicka morph to 50% of your Max Health from 40%. Dampen Magic increases to 60% from 50%.
- Developer Comment: The changes with Magicka-based Damage Shields were done to increase the shields' strengths in situations where the caster is focusing more into increasing their effectiveness by specializing more stats into them, since they now require more Magicka to increase their size than they needed in previous updates.
- Annulment: Increased the shield size limit for this ability and the Harness Magicka morph to 50% of your Max Health from 40%. Dampen Magic increases to 60% from 50%.
Guild[edit]

- Necrotic Orb
- Energy Orb (morph): Increased the healing per tick of this ability by approximately 20% since the morph only converted functionality, without necessarily improving it.
- Combustion and Healing Combustion (synergies of Necrotic Orbs and its morphs): These synergies will no longer remove their parent abilities when activated. This means a single orb can now provide a synergy to anyone in its path, and will not be removed for other players once it is activated.
- Developer Comment: Traditionally a synergy, when activated, removes the ability to activate the synergy for further allies, but keeps its parent object so the caster does not lose effectiveness for being a team player, as seen with abilities such as Spear Shards. In the case of Necrotic Orb and its morphs, due to their mobile existence and skill shot nature, we wanted to better reward anyone able to move or aim to react to these abilities properly, and allowed them to have an ally synergize them as long as they are not on cooldown for the synergy type.

Consumables
- Disastrously Bloody Mara: Fixed an issue where the Health Recovery from this consumable would fail to apply.
- Glyph of Bashing: These enchantments now grant Weapon and Spell Damage to your Bash, instead of only Weapon Damage. Increased the potency of these enchants by ~21%.
Item Sets
- Nightflame:
- This item set now has a 10% chance to proc on healing, up from 5%.
- Increased the cooldown to 10 seconds from 6 seconds.
- Fixed an issue where this set could critically strike.
- Reduced the healing per tick by approximately 27%.
- Sentinel of Rkugamz:
- Reduced the healing per tick of this item set by approximately 5%.
- Reduced the Stamina per tick to 500 from 524.
- Seventh Legion:
- This item set can now only be activated from casting an ability that increases your Resistances, instead of anytime your Resistances increase. This means that things such as passives, potions, or poisons can no longer trigger this effect.
- Fixed an issue where casting Hurricane would proc this set multiple times.
- Fixed an issue where the Health Recovery from this set was not properly applying.
- Thunderous Volley: This item set will now retain its bonus if you bar swap before it can first register its damage. Rejoice, as you no longer need to sit around twiddling your thumbs before continuing your rotation!

- When you enter an Alliance Locked Campaign, you will now have several warning messages upon entering the Campaign notifying when the Alliance Lock will occur.

Monsters
- Fixed an issue where attack telegraphs could be inaccurate if the monster switched targets during the attack.

Crafting & Economy[edit]
Writs
- Removed Swift from Jewelry Crafting Master Writ needs entirely. We saw through your little game, Rolis, and we didn't like it.
- Crafting Writs that are obtained as part of an Event, such as Witches Festival Writs and New Life Charity Writs, will now award 5,000 Inspiration for the associated Tradeskill upon completion.
Exploration & Itemization[edit]
General
- Fixed an issue where you could not obtain more Nascent Indrik Feathers when you already had a Nascent Indrik.
- Fixed several issues where the Indrik Feathers and Berries were not properly converting to collectible fragments.
- The "Dragon Call" Emote was erroneously named "Dragon Kazoo" in the Collections menu. Toot your kazoos in celebration; this error has now been rectified.
- Adjusted the tooltip on Pack Leader's Bone Broth to make its language less cumbersome.
- The item "Folded Note", found in Auridon, which starts the quest "Real Marines" can no longer be placed in your bank or otherwise offloaded from the character that picks it up.
Witches Festival
- The Glenmoril Battle Axe, revealed in Eastmarch with a Glenmoril Treasure Map, will no longer be lodged in a mammoth's ribcage at an odd angle. Alyxe finally managed to get it free.
- Yaghra Monstrosities in tidal pool events will now provide Plunder Skulls (including Dremora Plunder Skulls, Insurgent) during the Witches Festival.
- Witches Festival Writs obtained from Dremora Plunder Skulls can now be traded.
- The tooltip of the Skeletal Marionette Parts now displays how many Parts you've consumed.
- Adjusted the placement of the "X" on the “Glenmoril Wyrd Treasure Map: Shadowfen” to be more accurate. Witches are not well-known for their cartography skills...
- Updated the Help entry for Witches Festival, to more accurately reflect its updated rewards.
- The buff icon seen on the Character Sheet when you activate the Witchmother's Whistle will now actually be of the whistle, rather than a generic skull icon.
Housing[edit]

- Fixed an issue that could result in your housing permissions changing after you closed the settings menu under certain circumstances.
Furnishings
- The “Vine, Azureblight Strangler” furnishing is now easier to select when editing your home.
Homes
- Adjusted the slaughterfish boundary in Moon-Sugar Meadow to be a little more lenient, particularly in the southern section of the lake.
- Added a cart near the entrance and exit of Moon-sugar Meadow, outside the playable space, to help convey the idea that there is a bit of distance between the entrance gate and the Meadow itself.
- Fixed an issue where the Moon-Sugar Meadow used some art from Wraithhome in the Crown Store.
- Fixed an issue where a book associated with Azura was present in the furnished version of Wraithhome.
- Corrected a number of minor visual issues and furnishing placement issues in Wraithhome.
UI[edit]
Crafting
- Fixed an issue where the enchanting UI could get into a bad state if you left, went to another crafting station, then returned.
- Fixed an issue where the initial state of a crafting station could show your traits as unlearned, even if you had learned them.
Guilds & Guild Functionality
- Guild traders can no longer be hired for the week after the owning guild disbands. The trader can still be bid on for the next week.
- Changed the guild history update mechanism from client polling to server-initiated updates to help address performance issues. The history will update approximately once per minute.
- Mails notifying players of winning a guild kiosk now include the name of the winning guild.
Guild Finder
- Made additional improvements to the Guild Finder search results to deprioritize inactive guilds.
Help & Tutorials
- Added a Help Entry for the Imperial City Celebration.
